I today have collided with cruelty of people. Also it was convinced that to our people far before progress. And up to a civilization. As very much many people behave in relation to animals as not formed severe tyrants. The tyranny remains at many people the best human factor. And this cruelty which is impossible will eradicate. At us in a cellar there live cats. And I today have called to the chief of a site. Also wished to receive the help. But and has not received. I only tried to explain to it. That in a cellar there are kittens. And their yard keepers have alive immured in an apartment house. Where shouts of the exhausted animals abate. Kittens asked on will. On what the chief of a site of Dmitrieva Tatyana Aleksandrovna to me has parried. I quote its words: ” What your mother business. Correctly yard keepers have made that have immured your cats in a cellar. ” Also has hanged up. I have heard severe words from lips of the uneducated, vulgar and immoral person. Its lexicon so is small. That it is necessary to think of that. Such people are necessary to our Country. How to help those for whom we with the answer. How to help homeless animals. Then I long came to the senses. This human factor has surprised me and deadlock. I am shocked by such words. It is very a pity that my State in which I live so few gives attention to animals. And human cruelty has no borders. As the chief could say such cruel words. Unfortunately, by present time it is necessary to ascertain absence in Russia enough reliable legal guarantees of protection of animals from cruel treatment. The federal law on this theme, accepted by the State Duma and approved by Council of Federation, and has not come into force because of the presidential veto. By virtue of this circumstance the legal protection of animals in our country has secondary character in relation to protection of the rights of people. The category of " the Right of animals ” has not received an official recognition and has not found legislative expression. The severe attitude to animals often goes a hand about a hand with the bad attitude to children as cruelty in family is always directed against the weakest. I regret that in my country there is no such fund on protection of animals. As for example in the British Kingdom a society of protection of animals from cruel treatment (RSPCA) .В the USA a society (SPSA) . How to find a way out of such crisis.
